<title>IAP2 2018 Annual Report Released</title>

<p>I am pleased to report the IAP2 global organisation is strong and vibrant, and there were very exciting developments this year to advance the practice of public engagement around the world.</p>
<p>During 2018, IAP2 participated in several forums on community engagement on the international stage. Participation in these high-profile events offered IAP2 the opportunity to share our principles and framework for authentic public engagement with new and familiar audiences alike.</p>
<p>IAP2 representatives Leanne Hartill and Aldi Muhammad Alizar participated in the United Nations High Level Political Forum held in New York in July 2018. Over eight days, the 2,200 registered participants were focused on the theme of this year’s forum – “Transformation towards sustainable and resilient societies.” A delegation of IAP2 leaders connected with IAIA at the 38th Annual Conference of the International Association for Impact Assessment (IAIA) in Durban, South Africa. The theme of the conference was “Environmental Justice in Societies in Transition.” IAP2 international Professional Development Manager, Cassandra Hemphill, Ph.D., CP3 participated in the Innovations in Participatory Democracy conference in Phoenix, Arizona USA.</p>
<p>Throughout the year the important work to develop a shared view of the future of IAP2, bring added value to our membership, and advance the practice of P2/engagement around the world continued. Led by a dedicated group of volunteers on the Change Committee, this work culminated in a “green-light” endorsement of a set of strategic directions and recommendations to build a sustainable and dynamic international association for engagement professionals. My sincere appreciation for their generous spirit of collaboration and support.</p>
<p>A group of experienced P2 practitioners from various countries in Latin America, led by IAP2 Trainer Martin de los Rios and Jorge Enrique Vega Vargas, has come forward collectively to begin the work to establish an emerging affiliate in the region. We are excited about the opportunities to share the IAP2 framework and principles with this new audience.</p>
<p>The IAP2 Professional Certification of Practitioners designation was earned by seven individuals in 2018. Tina Geiselbrecht, Dr. Cassandra Hemphill, Kim Hyshka, Leah Jaramillo, Wendy Lowe, Catherine Smith, and Tannis Topolnisky earned the Certified Public Participation Practitioner (CP3) designation. Congratulations to them and thanks to the many dedicated volunteers who continue to devote their time and expertise to this strategic initiative.</p>
<p>The IAP2 International Core Value Awards were celebrated at a special gala in Gold Coast, Australia. The awards for 2018 were presented to City of Edmonton (Canada) for the Organisation of the Year and NZ Transport Agency and Aurecon NZ Ltd. (New Zealand) for Project of the Year. Congratulations to all winners and finalists of the international and affiliate award programs.</p>
<p>IAP2 training provides P2 practitioners and others involved in engagement with the structure, techniques, and knowledge required for success in today’s rapidly changing P2 landscape.
Advancements in 2018 include the translation of the Foundations in Public Participation course materials in Bahasa (Indonesia) and French and the Engagement Facilitation and Engagement Evaluation modules. We look forward to the development of new training products to further advance the practice and meet the diverse professional development needs of our members.</p>
<p>Global conferences and symposiums promoting the practice were organised by IAP2 Australasia in Wellington, New Zealand and Gold Coast, Australia, and by IAP2 USA and IAP2 Canada jointly in Victoria, BC, Canada. Additionally, IAP2 Affiliates held various webinars, seminars, training events, and general meetings for members throughout the year.</p>
<p>Sincere gratitude to the IAP2 International staff for their hard work and dedication: Ellen Ernst (Executive Manager), Cassandra “Cassie” Hemphill, Ph.D., CP3 (Professional Development Manager), Jennifer Armstrong (Training and Member Services Administrator), and Christina Stimson (Finance Manager).</p>
<p>I extend my deepest appreciation to my colleagues on the International board for their support, dedication and friendship, to the Affiliate board chairs for their counsel and friendship, to the Affiliate boards for their invaluable input and advice on ensuring the long-term relevance and sustainability of the entire organisation, to my new friendships forged, to trainers who have shared their time, energy and intellect in delivering the IAP2 training to participants around the world, and finally, to IAP2 members worldwide, who have supported and shared their knowledge and expertise to advance the practice of public participation: a heartfelt thank-you!</p>

<title>The Lyrics Have Been Updated but the Melody Remains the Same</title>

<p>“It was 20 years ago today, Sergeant Pepper taught the band to play.” Well actually, it was 20 years ago when IAP2 President, Marty Rozelle, President-Elect, Lewis Michaelson and Executive Director, Doug Sarno got together to create a training for IAP2 based on the Core Values. The intent of the training was to guide best practices in the field of public participation, provide legitimacy for our practice and create a sorely needed new income stream for an organization that was struggling financially. Little did we imagine at the time what it would become.</p>
<p>The precursor to the current Foundations in Public Participation course was first offered in 1999 at the IAP2 International Conference in Banff, Canada. Since then, dozens of trainers have contributed their own intellectual capital to the original trio’s, expanding and updating the training to ensure it remains relevant and preeminent year after year. As a consequence, unlike Sgt. Pepper’s Band, it has never “gone in and out of style.”</p>
<p>What many may not know, though, is there was a darker side to the decision to create an IAP2-influenced training. At least as practiced in the United States, too many of the training programs at the time were predicated largely on a “neutralize the opposition” and/or “get-them-to-agree-with-you” approach. Too little of the commercially available training was based on a central notion that the public had something valuable to contribute or that public participation was essential to making better, more sustainable decisions.</p>
<p>That realization was directly responsible for the themes of the Foundation course, which emphasize there is a legitimate, intrinsic purpose for conducting public participation and that the practice of public participation should be based on IAP2’s Core Values. It also led to the concept of the three “Foundations”: Decision-oriented, Values-based, Objective-driven. As hard as it may seem to imagine today, the notion that public participation should be objective-driven instead of technique-driven was borderline revolutionary 20 years ago.</p>
<p>The initial offering of the IAP2-branded public participation training also ushered in another staple of IAP2’s contributions to the practice: the IAP2 Spectrum of Public Participation, perhaps the most recognizable trademark of the organization. As we were creating the training, we were searching for a way to explain to people what public participation was without the usual hierarchical descriptions that placed “empowerment” at the pinnacle and “consultation” at the bottom. As experienced practitioners, we understood different decisions demand different levels of involvement. We also knew that government organizations often were not in a position to delegate that much influence to stakeholders, given their statutory and regulatory strictures. That led to the inspiration to create a horizontal spectrum, rather than a vertical one.</p>
<p>We hope you appreciate our historical musing on the origins of the IAP2 Foundations Course in Public Participation on its 20th Anniversary. Thanks to all of the IAP2 members who have contributed over the years to updating, enhancing and refining it, so that it continues to hit the mark. Even so, the core tenets remain the same based on our organization’s values and the deep respect we all have for the ability of stakeholders (when astutely engaged) to contribute to better public decisions. That is why, while the lyrics may have changed over the years, the melody is still the same.</p>]]></description>

<title>IAP2 Invites Expressions of Interest for Impact Assessment of Proposed Organisational Change</title>

<description><![CDATA[<p>The IAP2 Federation is seeking the services of an independent third-party experienced in impact assessment and organisational change management to help us create a new and sustainable future. Proposals are invited from suitably qualified consultants with a passion for helping not-for-profit membership associations navigate organisational change, grow and thrive.</p>
<p>&nbsp;Project Scope</p>
<ul style="margin-top: 0in; list-style-type: disc;">
    <li style="margin-left: 0in;"><span>Analyze how stakeholders will be impacted by the change and assess the specific impacts of the change on people, processes, systems, technology, organisational structure and roles;</span></li>

            Two new Professional Development modules on the horizon</strong><br />
            IAP2 Australasia Training have been working with a project panel of stakeholders to develop two new modules - Engagement Facilitation (available from May 2018) and Engagement Evaluation (available from October 2018). The first module, Engagement Facilitation, aims to upskill engagement practitioners in planning for a facilitation process and to manage the situation in which they find themselves.             <p>What happens when your city’s growth suddenly explodes and new initiatives demand public participation? “Engagement fatigue” and staff burnout follow — that’s what. The City of Austin, Texas, has seen its population grow over the last decade to the tune of 100 people per day, and the situation has not been helped by often vitriolic divisions of opinion.</p>
            <p><strong>The solution?</strong> The Conversation Corps: a team of trained volunteer facilitators, dedicated to promoting civil dialogue and pushing the envelope of P2 best practices. We’re excited to welcome folks from Austin with <a href="http://blog2.iap2usa.org/2018/05/03/cultural-links-and-mobilizing-volunteers-in-p2-the-2018-north-american-conference/">P2 is a Team Sport,</a> the story of their five-year journey. You’ll get some on-the-ground insights on promoting a culture of civil discourse and how to work with other agencies to grow a P2 culture.</p>

            IAP2 Professional Development Manager Cassie Hemphill attended the <a href="https://www.ipdconference.org/">March 2018 Innovations in Participatory Democracy conference </a>in Phoenix, Arizona, as both a representative of IAP2 and as a faculty member of the University of Montana. She co-presented a session called <em>“Using art to explore participatory democracy work and connections.”</em> Participants in this interactive workshop used art to explore their connections to participatory democracy, what led each of them to their work on improving democracy, and what each offers to the field. Participants explored how they are connected within their communities, both geographical and intellectual, and how they can connect with others across interdisciplinary and organizational boundaries to strengthen citizen engagement in democracy.</p>
            <p>The IPD conference brought together community leaders, government officials and staff, practitioners, researchers, funders, young leaders, and technologists from around the world to explore innovations that empower community members to make real decisions and directly participate in government. Many participants said they had heard about IAP2 and had seen our materials, especially our Spectrum and Core Values, but this was the first time they had met an IAP2 representative in person.</p>

            In 2017, IAP2 piloted a new process for becoming a Foundations Licensed Trainer. Throughout 2017, feedback on the process was collected from applicants, faculty, trainer candidates, and staff. IAP2 has used that feedback to re-design the first two steps to increase efficiency and provide more transparency for applicants. IAP2 will continue to incorporate feedback from the 2017 pilot and the redesigned 2018 program to be responsive to its members’ needs and improve its processes. <title>IAP2 INDONESIA: The Journey to be Great (Part 1 of 2)</title>

<description><![CDATA[<p>Organized in 2011, the IAP2 Indonesia affiliate continues to strive to remain consistent with the vision and mission of the IAP2 organization in promoting the practice of public engagement, and actively participates on the IAP2 Federation Board.<br />
</p>
<p>From 2014-2017, the IAP2 Indonesia Board focused on building networks and strategic partnerships to introduce IAP2, and especially IAP2 Indonesia abroad. One such activity was building early connections with the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP).</p>
<p><span style="text-decoration: underline;">IAP2 &amp; UNESCAP</span></p>
<p>In September 2015, the&nbsp;<a href="http://www.unescap.org/2030-agenda">2030 Agenda On Sustainable Development</a>&nbsp;– a very large and&nbsp;ambitious agenda – was adopted by member States of the United Nations. UNESCAP subsequently engaged IAP2 Indonesia, with the support of the IAP2 Australasia affiliate, to promote better strategic engagement in the implementation of the Agenda. "They needed to engage a well-established and reputable organization, which is IAP2," said IAP2 Indonesia Chair and Federation Board Member&nbsp;Mr. Alidi Alizar.&nbsp;<br />

In August 2017, UNESCAP hosted a meeting of the “<a href="http://www.unescap.org/events/creating-seat-table">Expert Group on Stakeholder Engagement</a>" together with IAP2 Federation, IAP2 Indonesia, IAP2 Australasia, and other partners in Bangkok, Thailand. An outcome of this meeting was an agreement to support nations to plan and assess the quality of their engagement with their communities by drafting an assessment tool based on the IAP2 Australasia Quality Assurance Standard. Another outcome was the development of objectives and criteria for the design of a future tool aligned with the IAP2 Core Values. Additionally, IAP2 Indonesia presented a paper on "<a href="http://www.iap2.org/resource/resmgr/affiliates/Governance,Accountability.pdf">Governance Models, Accountability and Stakeholder Engagement</a>" by Mr. A. M.&nbsp;Alizar.</p>
<p>Also in 2017, IAP2 Indonesia participated in the Stakeholder Engagement for Resettlement and Livelihood Symposium in Manila, Philippines, hosted by the International Association for Impact Assessment (IAIA), the Asian Development Bank (ADB), and World Bank. The symposium examined resettlement and livelihood restoration on resettlement projects in urban and rural areas of Asia. IAP2 Indonesia presented the paper, "<a href="https://www.iap2.org/resource/resmgr/affiliates/Governance,Accountability.pdf">Stakeholder Involvement in Resettlement Planning and Implementation and Livelihoods Recovery Program: A Case Study in Indonesia</a>" by Mr. A. M. Alizar and Mr. Afandi from the Anwar Muhammad Foundation (AMF).<br />
</p>
<p>As of 2018, Ms. Leanne Hartill, IAP2 Australasia, and Mr. A. M. Alizar, IAP2 Indonesia, continue to lead IAP2’s initiative to build the&nbsp;<a href="http://www.iap2.org/news/389954/United-Nations-UNESCAP-and-IAP2---working-together-to-strengthen-engag.htm">relationship with UNESCAP</a>.</p>
<p>IAP2 Indonesia is gaining momentum on the journey to spread effective public participation across the more than 18,000 islands in the Indonesian archipelago and beyond. More to come...</p>

<title>IAP2 Releases New Materials to Highlight P2 Resources </title>

<description><![CDATA[<p>Founded in 1990 by a group of dedicated P2 practitioners, the International Association for Public Participation (IAP2) has grown into an international federation of more than 6,000 professionals in 26 countries working to advance the practice of P2. National affiliates and their members benefit from research, training and networking opportunities with IAP2 peers.</p>
<p>The following brochures were developed to provide practitioners with materials to better communicate the core principles and resources available through IAP2 and its National affiliates:</p>

    <li><a href="http://www.iap2.org/resource/resmgr/Communications/A3_P2_Pillars_brochure.pdf">3 Pillars of Public Participation</a> – the Core Values, Ethics, and Spectrum of Public Participation – form the foundation of P2 processes that guide the actions of P2 practitioners and enhance the integrity of the P2 process.&nbsp;</li>

<p>Foundations in Public Participation program (formerly the certificate program) and Strategies for Dealing with Opposition and Outrage in Public Participation (formerly Emotion, Outrage and Public Participation) are at the heart of the IAP2 training programs.</p>

    <li><a href="http://www.iap2.org/resource/resmgr/Foundations_Course/IAP2_Foundations_Brochure.pdf">Foundations in Public Participation</a> is divided into two modules, each focusing on one of the two major phases of P2, planning and techniques. Upon completion of both modules, you will receive a certificate of completion from IAP2.&nbsp;</li>

This course will help you plan for and implement strategies you can use whenever emotions are strong. Upon completion, you will receive a certificate of completion from IAP2.&nbsp;</li>

<title>Highlights from IAP2 Australasia</title>

<description><![CDATA[<h3>UNESCAP and IAP2 Australasia – working together to strengthen engagement and advance the practice.</h3>
<p>Supporting the existing partnership established in 2016 between United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) and IAP2 International, IAP2 Australasia is working with IAP2 Indonesia and UNESCAP to build an Assessment and Planning Tool for Engagement (Tool).</p>
<p>This Tool will provide a suite of online resources, including tools and templates for assessing and planning engagement. It will contribute to organisations and countries that are working towards the achievement of Sustainable Development Goals; assess their capacity in community engagement; and will provide a replicable process for use by other organisations and countries.</p>
<p>Once the Tool is complete it will be published on-line and be made freely available as a resource to contribute to strengthening P2 practice around the world.</p>
<h3>New Zealand Symposium – Are We There Yet?</h3>
<p>Registrations are now open for the New Zealand Symposium in Wellington on Thursday 24 May.</p>
<p>The theme of the Symposium this year is <span style="color: #f15c22;"><em>“Are we there yet? The journey so far... A review of engagement practice and the possibilities that lie ahead”</em></span>, which will be exploring how Community and Stakeholder Engagement is journeying forward as a practice; as an essential part of projects and organisations; and as a profession.</p>
<p>Are we there yet? Come along and find out!</p>
<p>The programme is shaping up to be informative and interesting and we are delighted to announce that NZ Minister for Open Governments, Hon Clare Curran (NZ Minister of Broadcasting, Communications and Digital Media, Minister for Government Digital Services, Associate Minister for ACC and Associate Minister of State Services) will be presenting. With her background as a former journalist, as well as previously running her own communications business specialising in campaigns for environmental and social justice issues in New Zealand and Australia, we are looking forward to hearing her perspective and insights.</p>
<p>Keynote presenter, Cissy Rock is also confirmed. Cissy is a passionate agent for change, combining systemic thinking with grass-roots doing, and has over 15 years’ experience working with communities and Local Government. Her energetic session is sure to include pearls of wisdom for everyone.</p>

<h3>Two new Professional Development modules on the horizon</h3>
<p>IAP2 Australasia Training have been working with a project panel of stakeholders to develop two new modules - Engagement Facilitation (available from May 2018) and Engagement Evaluation (available from October 2018).</p>
<p>The first module, Engagement Facilitation, aims to upskill engagement practitioners in planning for a facilitation process and to manage the situation in which they find themselves.</p>

<h3>IAP2 Australasia Conference Announced for the Gold Coast, Queensland in October</h3>

A fresh programme “Shake it Up!” is being developed for what we plan to be the biggest IAP2 Australasia Conference ever.</p>

                                                            <p>“Stakeholder engagement is traditionally underappreciated as a powerful tool for fast-tracking projects and for cultivating community acceptance. Developing  professionals who can be more effective advocates for better public participation across the globe is something that we are very focused on,” she said.</p>
                                                            <p>Across the world Cochrane is seeing many smart project owners and governments, making use of digital channels and mobile apps to more effectively connect, engage and partner with community and other stakeholders, supplementing the traditional consultation process.</p>
                                                            <p>The potentially game-changing results are often referred to as ‘collective design’ and are very much the product of a more activist and community-focused electorate seeking greater control over their local community and its facilities and services.</p>

                                                            <p>The United Nations Economic and Social Commission for Asia and the Pacific (<a href="http://www.unescap.org/">UNESCAP</a>) is the regional development arm of the United Nations for the Asia-Pacific region. Made up of 53 member states and nine associate members, the region is home to 4.1 billion people, or two thirds of the world’s population.</p>
                                                            <p dir="ltr" style="margin-top: 0pt; margin-bottom: 0pt;"><span>Representatives from UNESCAP and IAP2 have been working together for the past three years supporting the engagement and facilitation for key events within UNESCAP, exploring the potential for the relationship into the future and ways to develop engagement practise in support of the </span><a href="http://www.un.org/sustainabledevelopment/">2030 Agenda on Sustainable Development</a><span>. IAP2 Australasia and Indonesia affiliates are leading this initiative on behalf of the IAP2 International Federation.</span></p>

A delegation from IAP2 joined a group of government, research and civil society representatives from around the region, to explore how engagement practise might be supported and enhanced, through the 2030 Agenda.</span></p>

MHCD had served Northeast Park Hill residents for years, but in offices that were difficult to reach via public transportation. MHCD announced their intention to construct a community mental health facility on the site in hopes that a local “footprint” would enhance its capacity to provide wrap-around mental health care for individuals and families of all ages.&nbsp;</span>Residents of the neighborhood saw things differently, however. </p>

                                                            <p>&nbsp;“By setting [this] theme, we have placed the communities at the heart of the conservation and heritage management processes, and consequently strengthened their ability to participate meaningfully in the process of decision-making for themselves and their heritage” explained Mayor of Gyeongju Yangsik Choi.</p>

<title>IAP2 Participates in 14th World Congress of the Organization of World Heritage Cities</title>

<p><strong>November 2017</strong> - "Heritage and community: Tools to engage local communities" was the theme of this year's 14th World Congress of the Organization of World Heritage Cities. Mayors and other leaders of 280 cities that contain UNESCO World Heritage sites gathered to discuss this theme 31 October - 3 November in the ancient city of Gyeongju, capital of Korea's Silla Kingdom between 57 BCE - 935 CE</p>
<p>“By setting [this] theme, we have placed the communities at the heart of the conservation and heritage management processes, and consequently strengthened their ability to participate meaningfully in the process of decision-making for themselves and their heritage” explained Mayor of Gyeongju Yangsik Choi. </p>
<p>Cassandra Hemphill, IAP2 Federation's Professional Development Manager, participated in the two-day Experts Workshop, which was designed to support the adoption and implementation of the Tools for Community Engagement developed in two previous workshops hosted by the OWHC Asia-Pacific Region. OWHC-AP's Tools include a set of overarching principles; a spectrum of participation, which is based on IAP2's Public Participation Spectrum, and a matrix and questions to assess and evaluate the process. </p>
<p>Dr. Hemphill's presentation emphasized how OWHC could incorporate IAP2's Core Values to help institutionalize the tools they created, moving them from the ideal to the real. She highlighted IAP2's global role as an advocate for public participation and some of its many activities, including training and development opportunities and honoring best practices through awards and a peer-reviewed journal. </p>
<p>"IAP2 believes the deep understanding of civic engagement practices developed through our members’ first-hand experiences around the world can help OWHC meet its commitments to citizen engagement and people-centered heritage management," said Dr. Hemphill. "Public participation in democratic problem-solving and decision-making processes can help our societies and governments solve complex problems and reach robust, transparent, and sustainable outcomes." </p>
<p>Other presentations at the workshop by heritage specialists and other experts used case studies from around the world to examine how cities could benefit from well-structured community engagement programs and initiatives. For example, Mr. Nils Scheffer (of Urban Expert, Berlin) convened a representative group of stakeholders and citizens over a 2-year period to develop a comprehensive management plan for Regensburg (Germany); Dr. Duong Bich Hanh (UNESCO Bangkok) developed a pilot project to improve conservation at Ayutthaya (Thailand), which is improving working conditions for masons and craftspeople; and Dr. Ege Yildirim (ICOMOS Focal Point for the UN SDGs) brought together citizen groups, local officials and other stakeholders to lead the economic revitalization of the Silk Road community of Mudurnu (Turkey).</p>

<p>The Experts Workshop culminated in a set of eight recommendations for mayors and other leaders to help them infuse community engagement in their cities' activities. The recommendations included preparation and dissemination of case studies using a standard, searchable format via open-access digital platforms, and the development of training opportunities leading to certification or other recognition for local leaders as well as site managers and city officials. The experts also acknowledged the relevance of the tools not only to World Heritage Cities but also to other urban areas and culturally important places. </p>
<p>OWHC regards World Heritage Cities as more than just a collection of monuments and sites but also as the intangible beliefs, stories and meanings that are attached to the places by people who live or work there or are otherwise associated with it. This people-centered approach places communities at the heart of the conservation and heritage management processes and has been enshrined in many recommendations, declarations, and articles, including the 2011 UNESCO Recommendation on the Historic Urban Landscape and Principle 9 in the European Charter of the Architectural Heritage from 1975, which states that "Integrated conservation cannot succeed without the cooperation of all... [T]he public should be properly informed because citizens are entitled to participate in decisions affecting their environment." </p>]]></description>
