Message from the International Chair

I am pleased to report the IAP2 global organisation is strong and vibrant, and there were very exciting developments this year to advance the practice of public engagement around the world.

During 2018, IAP2 participated in several forums on community engagement on the international stage. Participation in these high-profile events offered IAP2 the opportunity to share our principles and framework for authentic public engagement with new and familiar audiences alike.

On behalf of the IAP2 International Board, I present to you the 2018 Annual Report of the IAP2 Federation.

Bangkok ConferenceUnited Nations Partnership for Sustainable Development

The International Forum on Public Participation and Stakeholder Engagement for the Sustainable Development Goals (SDGs) brought together over 100 participants from countries across Asia and the Pacific, North America, South Africa and the Middle East during 29 April to 1 May 2019, in Bangkok, Thailand.

Over three days the participants exchanged ideas, perspectives and experiences, with a final day dedicated to workshops to deepen practical knowledge and developing insights on specific topics and training on the IAP2 framework and principles of good engagement.

Building on the International Association for Public Participation’s (IAP2s) ongoing partnership with ESCAP to promote meaningful engagement of stakeholders in the context of implementation of the 2030 Agenda, the event was sponsored jointly by IAP2 (led by IAP2 Indonesia Affiliate), the Economic and Social Commission for Asia and the Pacific (ESCAP), and the School of Government and Public Policy, Indonesia. IAP2 delegates from around the world participated. The conference proceedings are available online.

Become licensed to deliver the IAP2 Foundations in Public Participation course

IAP2 International is accepting applications from practitioners interested in becoming licensed to deliver the international training program Foundations in Public Participation. Participants accepted into IAP2’s international Trainer Preparation program will develop deeper knowledge and understanding of the content of the Foundations course and learn how to deliver the course content. Participants also will augment their knowledge of best practices in adult teaching and learning. Individuals who successfully complete the program will be eligible for licensing as an IAP2 Foundations Trainer.

Indigenous man holding featherIAP2 Canada's Indigenous Awareness Program Kicks Off
At the end of April, the first official cohort of learners in the Indigenous Awareness for IAP2 Canada Leaders program began their learning journey. A dozen IAP2 Canada leaders from chapters, committees, and the national board were matched with volunteer learning partners from our Indigenous Engagement Community of Practice to work through a 3 month program to build awareness and understanding about the history and experiences of Indigenous Peoples in Canada.

In September, the next cohort of the Indigenous Awareness for IAP2 Canada Leaders program will kick off and IAP2 Canada is looking for participants. The goal of the program is to develop a common foundation of understanding about the history and experiences of Indigenous Peoples in Canada within IAP2 Canada leadership, so that IAP2 Canada is better able to participate in reconciliation by advancing Indigenous inclusion within the organization and throughout the practice of P2 in Canada

2019 New Zealand SymposiumVoice. Treaty. Truth: Elle Davidson & Chloe Sullivan
Each year, Australians have the opportunity to learn more about Indigenous culture through NAIDOC Week celebrations, held in July (7-14 July 2019). This year’s NAIDOC Week theme ‘Voice. Treaty. Truth’ provided an opportunity to explore how we can move Indigenous engagement from ‘Inform’ to ‘Empower’ and build trust through genuine dialogue. Read more.

Pitch for the PracticeLast year, IAP2 Australasia invited members on a participatory budgeting journey. Five winning projects were selected by members. Hear from the winners directly on how these projects are now very much a reality. Read more.

IAP2 Around the World

Foundations in Public Participation delivered in Tel Aviv, Israel

South Australia has been an active supporter of IAP2 since 2004 when we organised our first public participation network event called “The good, the bad and how not to get ugly”. The original organising group was made up of local government officers charged with the responsibility of helping the community navigate through decision making ventures that affected the public. We had plenty of “heart” for the work but not much “head” for it. Fifteen years later, that original event led to two South Australians travelling to Tel Aviv to deliver the IAP2 Foundations Program in Public Participation for the Democratic Institute of Israel. Professional CertificationTAKE THE NEXT STEP - Get Certified!

Following the latest assessment center in Calgary, 25 people in Canada and the United States have now earned the professional designation CP3 (Certified Public Participation Professional) or MCP3 (Master Certified etc.) Meet them here.

CP3 or MCP3 is the internationally-recognized indicator that one meets a set of rigorous standards for delivering meaningful P2 processes. It is NOT the same as receiving a “certificate of completion” for taking the Foundations course, although completing Foundations is a prerequisite to apply.

All IAP2 members in good standing who have completed the 5-day IAP2 Foundations in Public Participation program are eligible to apply to the Professional Certification Program. Applications are rolling and Assessment Centre deadlines will be announced in the coming months.

Journal of Public Deliberation

Volume 15, Issue 1 (2019)

Highlights of the current issue include articles on public deliberation from around the world: Ghana’s first deliberative poll to support development, Sweden’s visitor centres in protected sites work as forums for public deliberation on environmental issues, and the differences in participatory budgeting design in Brazil and the United States, and much more. In addition, the outgoing editorial team offers reflections and insights on the Journal - past and future and reviewers share their thoughts on current books on deliberation in the classroom and origins of collective decision making. We hope you enjoy the issue.

Journal of Public Deliberation is a peer reviewed, open access journal with the principal objective of synthesizing the research, opinion, projects, experiments and experiences of academics and practitioners in the multi-disciplinary field of "deliberative democracy."

IAP2 has been conducting outreach and introducing public participation to decision makers around the world. The half-day Public Participation for Decision Makers course can be tailored to meet the needs of the organization. The course is being offered at the November Planning Congress of the Planning Institute of Australia (PIA) in Melbourne and as a Wednesday pre-conference workshop at the 2019 North American Conference in Charlotte, NC.
