<title>IAP2 Participates in COP28 Virtual Pavilion</title>

<description><![CDATA[<p>IAP2 International is participating in the experimental virtual pavilion hosted by <a href="https://www.positiveimpactevents.com/about" target="_blank">Positive Impact</a> to run in parallel with the United Nations Conference on Climate Change <a href="https://unfccc.int/cop28" target="_blank">COP28</a> from 30 November to 12 December.<span>&nbsp; </span></p><p>The
 objective of the experiment is to demonstrate a new approach that 
encourages people from around the world to join the discussion and make 
their own climate commitments.</p><p>We are excited to be part of this experiment and encourage you to join 
us to learn more about COP28, IAP2’s Pillars for effective

<description><![CDATA[<p><span>(11 November 2021) Chair of IAP2 International, Kylie Cochrane, attended a webinar held by Global Water Partnership Southeast Asia and IAP2 Indonesia as a keynote speaker.&nbsp;</span></p>  <p><span>Kylie gave a short presentation about “Public Participation, Community Outrage, and Water Security”. <title>IAP2 Seeks Project Manager</title>

<description><![CDATA[<p>This lead role as Project Manager will drive four key strategic initiatives in Professional Development for the global IAP2 organisation. Working closely with the IAP2 leadership team as well as a wide range of staff, volunteers, trainers, and vendors across the Asia-Pacific, North America, Latin America and Southern Africa regions, this position has high visibility and opportunity for positive impact.</p><ul style="list-style-type: disc;"><li><span>Drive the Training Harmonization Project to develop and produce the new curriculum on the IAP2 Global Learning Pathway (14 courses) within the approved timeline and budget. Lead the curriculum review process to ensure IAP2 quality standards are met and courses are ready for launch.</span></li><li><span>Project manage the development of two additional courses in Online Engagement and Diversity, Equity, and Inclusion in P2 with third-party consultants/vendors.</span></li><li><span>Lead the Interim Train the Trainer Process (T3) (training, evaluation, licensing, and mentoring) of existing and new trainers for the new curriculum in the Global Learning Pathway. <p>Founded in 1990, IAP2 is an international organisation whose members who seek to promote and improve the practice of public participation in relation to individuals, governments, institutions, and other entities that affect the public interest in nations throughout the world.<br />
</p>
<p>IAP2 International is a nonprofit 501(c)3 organisation incorporated in the United States. At present there are established IAP2 affiliates in Australasia, Canada and the United States, emerging affiliates in Indonesia, Italy and Southern Africa, and an affiliate forming in Latin America.</p>
<p>IAP2 is undergoing a change journey where the organisational functions are changing significantly. We are moving away from the federation model to one of strong regional and strong international representation and an equal focus on professional development, advocacy and emerging practice. The functions of IAP2 International are currently being guided by the IAP2 Governance Framework, broadly, these include:</p>
<ul>
    <li>Establishing high level policies, criteria and standards for IAP2 globally.</li>
    <li>Stewardship of the IAP2 brand.</li>
    <li>Maintaining a global membership database.</li>
    <li>Advancing the practice of public participation at a global level through advocacy and research.</li>
    <li>Nurturing and formally approving the creation of new regional bodies of IAP2.</li>
    <li>Maintaining a catalog of IAP2 products and services globally, including responsibility for a global learning pathway.</li>
</ul>
<p>The 2020 IAP2 International Board consists of Directors elected by the members. It is a volunteer board responsible for the strategic leadership and governance of the International organisation. This new Board will drive the strategic initiatives and implementation of the change journey beginning January 1, 2020.</p>

<title>Australian Bushfire Crisis 2020: can you help?</title>

<h1>Australian Bushfire Crisis</h1>
<p>Bushfires in Australia have been devastating, burning more than 10 million hectares of land, killing wildlife, destroying homes, and sending smoke across Australia and even to New Zealand. There is a long road ahead as our firefighters continue to manage existing and new fires as best they can, and as the impacted communities navigate this new reality and start to try and rebuild.</p>
<p>This is an emergency.</p>
<p>And we are heartbroken for those in the IAP2 family and wider community who have been affected.</p>

<p>IAP2 Australasia is calling on our engagement community to offer professional services pro bono to any Government agency or other organisation that needs assistance in engaging with the community in the areas of disaster response; disaster recovery; and climate change education and awareness.</p>

<p>IAP2 is currently undergoing a process of organizational evaluation and change. In this context IAP2 is seeking to ensure that it is a world-class representative, inclusive and widely relevant organization. IAP2 believes that in order to achieve its mission as a professional organization dedicated to advancing and extending the practice of public participation, and to remaining influential in the future, it needs the informed and active representation of diverse perspectives, ideas and influences.</p>
<p>Against this background the International Board of IAP2 has resolved to undertake a diversity audit of the organization as part of the change process and seeks a partner to undertake the proposed audit. The broad objective of the audit is to inform organizational change measures that will enhance and sustain diversity in IAP2 across the dimensions outlined above.</p>

Her perseverance has led through a time of uncertainty, always searching for clarity, while not being afraid to say what needs to be said. She is a strong listener that gathers everybody to ensure we are all on the same page. Her impact has scaled IAP2 to a more global organisation that is leading conversations at the UN and beyond to ensure no one is left behind.<br />

<title>IAP2 Welcomes Latin America as Emerging Affiliate</title>

<description><![CDATA[<p>It is our pleasure to announce the application for status as Emerging Affiliate with IAP2 from Latin America was accepted and approved by the IAP2 International Board.</p>
<p>Led by co-chairs Martin de los Rios and Jorge Enrique Vega Vargas, the Steering Committee to form the affiliate includes dedicated volunteers with vast experience in public engagement from Argentina, Chile, Colombia, Mexico and Peru. The International committee led by John Poynton and International staff will continue to support Latin America through this journey.</p>
<p>IAP2 Latin America will cover Central America, South America and the Caribbean at its inception with the opportunity for parts of this region and members to develop an interest and create their own region/affiliate in the future.</p>
<p><em>“Latin America has been historically characterised as a region where its people have self-organised to defend and warranty its rights as citizens; however, Latin Americans today are living the consequences of totalitarian and populist governments empowered through free elections. Latin America is today waking up to governance processes that emphasize transparency, a high level of citizen participation, and negotiated conflict resolution.”</em></p>
<p>IAP2 Latin America will join the established IAP2 Affiliates in Australasia, Canada, Indonesia, Italy, Southern Africa and the United States in supporting IAP2 values and advancing the principles and practice of public participation around the world. </p>

<p>Based in Vancouver, BC Canada, Amanda has been involved with IAP2 Canada since 2014 and has served as a deputy board member, board member and Vice-President. She currently works at the City of Vancouver as a Public Engagement Specialist.</p>

<title>IAP2 Canada congratulates 3 newest Canadian Certified Public Participation Professionals (CP3)</title>

<p><strong><em>Congratulations to Anne Harding, Jessica Delaney and Yvonne Morrison</em></strong></p>
<p>Anne, Jessica and Yvonne (below left to right) are IAP2 Canada's newest Certified Public Participation Professionals (CP3s)! The CP3 designation shows they have demonstrated, through an independent assessment, that they meet an internationally-recognized set of standards for delivering good public consultation and that they have demonstrated that they have the <a href="https://drive.google.com/file/d/0B-X3U0XoYSsfRXNKcDk0cncwTEE/view?usp=sharing" target="_blank">Five Core Competencies</a>. Completion of the five-day Foundations in Public Participation program is a prerequisite. The independent assessment is a rigorous process that includes a thorough in-depth application and the development of a P2 Plan based on a fictitious case study, and culminates in an in-person assessment.</p>
<p>IAP2 Canada is delighted to congratulate the three newest CP3s, following the latest Certification Assessment Centre in Calgary in December:</p>

<title>Dr Geoff Fagan, 7 January 1947 - 31 July 2017</title>

An educator; gifted storyteller; outdoor enthusiast; radical thinker; community activist; amazing husband to Linda and wonderful father to Andy and Kylie. Growing up part of an RAF family, his early life consisted of snapshots of far-flung places and his stories of this time were met with incredulity, often involving communist rebel groups and hitchhiking in RAF jets. He trained as a teacher at Culham College, Oxford, however, it quickly became clear that formal classroom-based education was not Geoff’s style. Finding a better fit within informal education, as a Youth and Community Tutor at the Greenhill Community Centre. In this role, he had the opportunity to utilise his mountain leadership skills and ran numerous youth outdoor education trips. It was also at the Centre that he would meet, and work alongside, his future wife Linda. In 1978, the next big changes would come. A job offer at the University of Strathclyde as a Community Education lecturer, a spontaneous wedding to Linda (they already had the ski holiday booked and so thought it may as well be a honeymoon) and a move to Scotland were all on the cards. After a wild guess at potential places to set up home, they liked the sound of Lochwinnoch, and moved up to the village that would become their home for the next forty years. With his vision and leadership, the CADISPA project (Conservation and Development in Sparsely Populated Areas) was established at the University of Strathclyde. His concept was deceptively simple – how do we help rural communities help themselves?&nbsp;</p>
<p>
Through CADISPA he engaged remote and isolated communities, typically in Scotland (but later across Europe, USA, Canada, Australia and even parts of rural Tibet) to help local people build a sustainable environment of their own design and making. &nbsp;For over thirty years, he personally worked alongside scores of communities and through his quiet leadership he helped them raise millions of pounds for local development projects. &nbsp;He was invited to be part of President Clinton's Council on Sustainable Development and as a visiting scholar at numerous universities around the world, and is a former President of the International Association of Public Participation. All of which enabled him to be an engaged advocate for the communities he so passionately worked with and a global ambassador for Scottish sustainable development. His work took him across the Highlands and Islands of rural Scotland – and he took his family on all of his adventures; believing that experiential learning was more powerful than being stuck in the classroom - and embedding in his children a love of the outdoors, and deep commitment to social justice and community empowerment. Geoff was an eternal optimist, and his positive view of on life; his quick wit, weird sense of humour and kind heart made for a wonderful friend, neighbour, husband and father. He was never happier than when sailing on his beloved boat or hiking in the wild places of Scotland. He was committed to the notion that it is within everyone’s ability to affect change in the world, and instilled in those he loved a belief that anything was possible, if only you tried. His family would like to thank the local district nurses and the staff and volunteers at St Vincent’s Hospice in particular, for their unwavering care and support.</p>]]></description>

<p><img class="deviceWidth" src="https://www.iap2.org/resource/resmgr/images/people/kyliecochrane3.png" style="float: right; border-width: 0px; width: 240px; margin-left: 16px; margin-right: 16px;" alt="Kylie Cochrane" title="Kylie Cochrane" />The Federation of International Association for Public Participation (IAP2), an organisation of practitioners from across the globe responsible for promoting and improving the practice of public participation on issues that affect the public interest, has appointed as its next Presiding Member of the Federation, an Australian executive Kylie Cochrane.</p>
<p><b><em>Advocating for public participation throughout the world</em></b><br />
One of the IAP2’s key activities is advocating for public participation throughout the world.</p>
<p>“Stakeholder engagement is traditionally underappreciated as a powerful tool for fast-tracking projects and for cultivating community acceptance. Developing  professionals who can be more effective advocates for better public participation across the globe is something that we are very focused on,” she said.</p>
<p>Across the world Cochrane is seeing many smart project owners and governments, making use of digital channels and mobile apps to more effectively connect, engage and partner with community and other stakeholders, supplementing the traditional consultation process.</p>
<p>The potentially game-changing results are often referred to as ‘collective design’ and are very much the product of a more activist and community-focused electorate seeking greater control over their local community and its facilities and services.</p>
<p><b><em>Collectively designing a city’s future</em></b><br />
Cochrane believes this collective approach means we can design infrastructure that lives within communities, rather than infrastructure that communities have to put up with.</p>
<p>“Nobody wants infrastructure that imposes on their neighbourhood or quality of life, and few people would sit back quietly if a monstrosity was being built next to them.</p>
<p>“People need to be asked what they think and be given the opportunity to voice their opinion. Major infrastructure projects are only truly successful when the community is involved in projects and when they have the opportunity to raise concerns and be heard,” says Cochrane.</p>
<p>Cochrane’s role as the International Chair for IAP2 is strongly aligned with her current role at Aurecon, where she oversees a global team providing communication and stakeholder engagement for both public
and private sector clients who are planning and delivering a range of civil and social infrastructure within regions, cities and communities.</p>
<p>“I particularly look forward to sharing my ideas about collective design and using digital tools for stakeholder engagement,” says Cochrane.</p>
<p><b><em>Clicktivism and the rapid evolution of engagement</em></b><br />
The way that people continue to seek, use and share information continues to change at a rapid pace. The emergence of desktop protestors, internet activism and clicktivism makes it critical that governments and organisations have a more cohesive, coordinated and communicative approach to community and stakeholder engagement on key infrastructure projects.</p>
<p>“Anyone with a smartphone can be an activist. An online petition can be created in a few minutes and groups can be created to fight new infrastructure developments before a project has even submitted their initial proposals. New and non-traditional communication channels need to be considered if governments want to effectively communicate and engage with communities and other stakeholders,” says Cochrane.</p>
<p><b><em>From one-way communication to inclusive participation</em></b><br />
“Instead of a one-way communication plan that distributes carefully tailored information, digital tools and the increasing popularity of swipe-engagement now need to be considered as part of these plans. People are more connected than ever before and they want to be able to connect with their communities in a real way. Considering how people access and share information in the digital age is key to earning and maintaining a social licence to operate,” says Cochrane.</p>
<p><b><em>Technology can cut costs and boost engagement</em></b><br />
Apart from reaching more people and ensuring greater engagement by using digital tools, technology also enables governments and organisations to drastically reduce costs and gather opinions in a fraction of the time.</p>
<p>“Across the globe we are seeing innovative solutions and partnerships such as the WikiCity model for Amsterdam city – an open planning concept that took its cue from Wikipedia to offer a platform for every individual to envision and shape their city.</p>
<p>“I am excited about my new role at the IAP2 and I look forward to sharing these innovative new ideas and developments within our industry,” concludes Cochrane.</p>
<p>Currently Global Lead, Communication &amp; Stakeholder Engagement, for engineering and infrastructure advisors Aurecon, Cochrane believes Australia’s high level of public investment in infrastructure compared to other Organisation for Economic Co-operation and Development (OECD) countries, as well as the increasing interest by government and private stakeholders in the role of ‘collective design’ to deliver transport and social infrastructure, is driving this international recognition.</p>
